UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a latest study of local authorities, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase local levies next spring to cover the growing cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently also found council budgets being stretched by the increasing figures of children and adults needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of difficulties facing local leaders across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
